Preheat a 13 x 9-inch pan with Pam; set aside. In bowl, combine flour, eggs, oregano and 1/2 teaspoon salt, beat until smooth.
Pour into pan and sprinkle with beef, vegetables, pepper and the remaining salt.
Bake for
20 minutes, then top pizza with tomato sauce and cheese. Bake 10 to 15 minutes longer. Serves 4.
