Stuffed Pepper Soup

Saute green peppers, onion and celery in 1 tablespoon oil or use water or broth, about 1/4 cup.
Combine tomatoes, juice and well-drained sauteed vegetables in soup kettle.
Saute ground meat and drain well.
Combine with vegetables in kettle.
Add rice and season with salt and pepper to taste.
Simmer 30 minutes.
