Smothered Steak Casserole

Arrange in bottom of casserole. Cover with raw potatoes and carrots. Pour soup and milk over vegetables and meat. Cover and bake 35 minutes at 400Β°. Remove cover.
Place biscuits over top.
Return to oven and bake about 10 to 15 minutes longer.
