Mix dry ingredients and butter into "nuggets."
Combine eggs and milk; mix until blended.
Rinse raisins in hot water to plump them.
Add to dough.
Knead briefly.
Put dough on floured board. Sprinkle flour on top.
Roll out to 1/2-inch thick.
Cut into 3-inch rounds.
Place close together on greased baking sheet. Brush with beaten egg.
Bake 12 to 13 minutes at 400Β°.
