Lightly spray cookie sheet with cooking spray.
In large bowl, mix flour, baking powder, baking soda, salt and cinnamon.
In separate bowl, whisk together shortening, applesauce, granulated sugar and brown sugar.
Mix well.
Fold in oats and raisins.
Add flour mixture; stir well.
