Cook the first 4 ingredients in heavy kettle until onions are slightly brown.
Stir in the flour; cook 1 minute.
Add the beef broth, beef consomme, pepper and water.
Reduce heat; simmer for 30 minutes.
Add the Port wine and Burgundy, then ladle over slices of toasted French bread and pass the Parmesan cheese. Makes 3 quarts.
