Brown meat in oil. and cook until tender over low heat brown sugar, carrots, vinegar, onions, Worcestershire sauce, tomato sauce and 1/2 cup water.
Combine cornstarch and 1/4 cup water and add to thicken.
Serve over rice, noodles or baked potatoes.
Serves 6.
