Dust beef with combinations of seasonings and flour.
Heat oil in heavy ovenproof pan; brown meat, then remove.
Brown onions and garlic lightly in pan.
Replace meat; add remaining ingredients. Cover; bake at 350Β° until meat is tender, about 2 1/2 hours. Discard herb bouquet.
Serve with pan gravy.
