"Wilt" bacon; add butter to melt.
Add onions and "wilt" on low heat for 10 minutes.
Add flour; stir and cook another 5 minutes.
Add stock and potatoes.
Cook over low heat for 12 to 15 minutes.
Add half and half, corn, pepper and salt (dash).
Cook 7 minutes.
Add bell pepper and scallions.
Cook 5 minutes.
Serve and garnish with cilantro.
