Put beef, carrots, onions, potatoes, tomato soup, water, salt, pepper, basil and red cooking wine in lightly greased 3-quart casserole dish with a lid that fits tightly.
Stir ingredients. Cover tightly.
Bake in a preheated 275° oven for 4 hours (or a 250° oven 5 hours).
Add peas last 15 minutes.
