Melt butter in heavy pot.
Add beef and cook until brown.
Add onions, cook until tender.
Sprinkle with 2 tbsp. of flour, salt and pepper.
Mix well, stir into water.
Simmer for 3 hours.
Combine flour, baking powder and pinch of salt in a bowl, add egg and milk mixture.
Drop by spoonfuls into stew and cover.
Cook for 15 minutes or until dumplings are done.
