Preheat oven to 350Β°.
Sift flour, sugar, baking powder, cream of tartar and salt.
Cut shortening into flour mixture until it resembles coarse meal.

Mix milk and cider vinegar and gradually add dry ingredients, mixing lightly, until dough masses together to form a ball.
Dough will be soft.
