Heat oven to 350Β°. Arrange potatoes in 4 layers in a 2 quart casserole dish; sprinkling each of the first 3 layers with flour, minced onion, salt and pepper.
Dot each layer with butter.

Pour hot milk over top.
Bake, covered, 3 minutes.
Uncover and bake 1 hour.
