Place 2 tablespoons oil in saucepan.
Add sausage and brown.
Add onions and garlic.
Cook until tender.
Add water, red pepper, salt and pepper.
Bring to a boil.
Add rice and bell pepper.
When rice starts to swell, turn gently.
Cover pot and cook on low heat until rice is tender, 15 or 20 minutes.
