Preheat oven to 350Β°. Coat a 9-inch square baking pan with cooking spray.
Mix sugar, oil, eggs and vanilla in large bowl until well blended.
Stir in flour, cocoa, baking powder and salt.
Fold in the walnuts.
Pour mixture into prepared pan.
Sprinkle chocolate chips and butterscotch flavored chips over mixture in pan.
Bake until a toothpick inserted in center of brownies comes out clean, 25 to 30 minutes.
