Combine all ingredients, except round steak, in a saucepan; bring to a boil.
Simmer gently for 5 minutes.
Pound steak (break tissues).
Cut into serving pieces.
Put in a large pan.

Cover tightly and bake at 325Β° for 2 hours or until fork-tender.
