Preheat the oven to 300Β°.
Mix the flour with two tablespoons salt and pepper to taste.
Dredge ribs in the flour mixture.
Heat butter and oil in a large skillet; add ribs and brown on all sides. Transfer the ribs to a roasting pan, placing them in a single layer.
Sprinkle with sliced onions.
Combine the catsup, water, vinegar, soy sauce, Worcestershire sauce, sugar, chili powder and remaining salt and pepper.
