Wet and Good Chocolate Cake

Stir together the oatmeal and boiling water and let sit for 10 minutes.
Reserve 1/2 of the chocolate chips for the top of the cake.
Add the rest of the chips and all of the remaining ingredients to the oatmeal mixture.
Mix well.
Pour mixture in a 9 x 13-inch greased pan.
Spread 1/2 of the chocolate chips on top of cake.
Bake at 350Β° until done, or approximately 35 minutes.
